Key Components of the project | The Health Services Quality Accelerator Activity is a five-year Activity funded by the United States Agency for International Development (USAID) aims to sustain and advance improvements in equitable reproductive, maternal, newborn, and child health (RMNCH) outcomes, specifically targeting disadvantaged segments of the population. The Activity supports new and innovative approaches to improve the equity and quality of RMNCH services in the public and private sectors and strengthen the MOH’s capacity to act as a steward for improving the quality of RMNCH services. |

Introduction | The Health Services Quality Accelerator Activity is anticipated to contribute to national health information system (HIS) strengthening efforts. Identifying and consolidating RMNCH standards, protocols and indicators will support the MOH and counterparts to improve the quality of care and services provided and improve reporting on RMNCH at a national and global level. Based on this compilation a gap analysis will help identify areas that need to be developed or updated. The Activity will utilize the validated standards, protocols, and indicators to focus on developing the capacity of health facility staff and governorate-level managers to improve quality of RMNCH services and to analyze service delivery and surveillance data, particularly from JMMSR and COVID-19, which they will in turn use this data for service planning and improvement. The Activity will also support the MOH and stakeholders in strengthening the COVID-19 Monitoring Information System to support data analysis and improved response. |
Consultancy Objective | Coordinate with the MOH and counterparts (e.g., EHS, RMS, DOS, UNICEF, WHO, Private sector, university hospitals), in compiling existing standards, protocols, and core RMNCH indicators endorsed by the MOH and the leadership group. This coordination will provide easy access to RMNCH data for analysis at all levels of the MOH and related stakeholders. |
Specific Tasks | 1. Conduct Desk Review of current RMNCH standards, protocols, and indicators in all the sectors.
2. Provide a Matrix including all RMNCH standards, protocols, and indicators from all stakeholders, including best practice and difference between current practices and best practices for each stakeholder. 3. Carry out a gap analysis of the findings. 4. Conduct meetings with all relevant stakeholders (public and private) to discuss current practices and challenges to applying best practices in implementing the standards and protocols. 5. Conduct a 3-day workshop for all relevant stakeholders to show findings, gap analysis, the best practice, and the most important indicators to come up with a proposal for standardized indicators among the different sectors at a national level. (5 days including preparation of the workshop, and conducting) 6. Develop a draft manual for national core of RMNCH indicators based on the national and international requirement addressing the definitions for each indicator |

Required Qualifications | 1. Bachelor’s degree in any health-related subjects.
2. Master’s degree in public health or health related specialization with special concentration on Reproductive, Maternal, Newborn and Child Health (RMNCH). 3. Fluency in English and Arabic (written and spoken) 4. Ability to write reports professionally. 5. Previous experience in USAID projects for more than 2 years is a plus. 6. Not less than 10 years’ experience in health policy, RMNCH and health systems. |
